With a review of the growth and development in many developed countries, one can conclude that these countries are aware of the importance and position of science and technology and its related subject, namely, research, and hence the research centered on economic, social, Political and cultural affiliations, and have placed research on the agenda for organizing their programs and activities in order to achieve scientific development and authority. Based on the importance of this issue, in our country, in the 20-year vision document, Iran is a country with the first place in science and technology in the region. The production and accumulation of knowledge and science, while inherent in value, is also the engine for moving and planning in society.
 
Today, all developed or developing countries, in order to maintain or create the foundations for developing and enhancing their competitive power with other countries, consider science and technology as the main focus of their activities and allocate large funds to research activities. Therefore, the role of scientific research as an effective and decisive mechanism in national development can not be regarded as insignificant, since research produces knowledge and the application of knowledge in practice leads to development. The main burden of responsibility for the development of research and production of knowledge lies with universities, which, given their capabilities, abilities and academic experiences, are expected to carry out this mission in the best possible way, and play their various roles in responding to their social and social responsibilities. They do. On the other hand, research as a subset of the institution of science is the basis of development in the age of information, and basically every society for planning at a micro and small scale, and a successful transition from industrial economics to knowledgeable knowledge and information, will inevitably lead to effective and efficient management and management. Research affairs One of the most important and influential projects in the province of Kermanshah is the study of Kermanshah province. The main thing about this research is that the Razi University is the only university in the country that has been able to complete the studies of the province's affairs.
 
Land administration involves organizing and organizing natural, social and economic space at the national, regional and provincial levels, based on the elaboration of the main orientations of long-term development of the country and relying on the capabilities, capabilities and constraints of a region in a coherent and long-term planning. . In the planning system of Iran, the land use and the history of its preparation and formulation dates back to the 40's, which indicates the status and importance of land alignment in the country's planning system. Records of studies in the country and province of Kermanshah
 
The commencement of discussion was in the 1940s, and in the formal administrative office for the first time in 1979, the Office of Land Producing or Land Registry was established, and in 1353 the Center for Land Abuse was formed. The center, with the help of Sitran during 1356-1353, organized a nation-wide study that provided the basis for further development programs in the country.
 
The responsibility for post-revolutionary studies was assigned to the Regional Planning Office. In 1362, the Office published the results of the study on the ground-breaking land design in six volumes. The results of these studies were approved by the Cabinet in 1983. After 1368, a provincial development theory was drafted. During the years 1383-1377, the Regional Office of Planning and Regional Policy organized a study in collaboration with the Ministry of Housing and Urban Development. Finally, provincial level studies have been completed since 2006 by providing provincial declarations.
Following the announcement of the study of the study of the study of the provinces in 2006, the studies of the Kermanshah province were also on the agenda of the Management and Planning Organization. A contract was concluded with one of the universities to do so, but by 2013, it did not result in a definite outcome. With the commencement of the government's plan of thinking and hope, the studies were reinstated on the order of the Deputy Governor. Initially, the Department of Roads and Urban Development was selected as the conductor of studies, but after presenting the expert opinion of the conductor of studies (Dr. Fattalahi) at the Amish Working Group, it was stipulated that these studies should be transferred to Razi University. The decision to assign the study of Kermanshah province to Razi University was adopted in June 2014 at the Amish Working Group. Following this, in mid-July, a study plan on the preparation and development of the province of Kermanshah was reported to Razi University.
 
In order to carry out these studies, the Secretariat of the Azimi Studies was established. Next, the expertise related to these studies was extracted from the description of the study service. Then, with the help of the existing databases at Razi University and the Center for Academic Jihad and other resources available, experts were identified and asked to come up with proposals from the study sections related to service descriptions. After collecting the service description, the review team (consisting of the university and the employer's representative), based on the quality of the description of the services and the group introduced by the executives, proceeded to choose the executives of the different departments. Applicants for existing status studies based on the description of services in the form of nine research groups (socio-cultural studies, natural resources and environment, economic studies, knowledge-based economics studies, existing spatial structure analysis, description and analysis of the main links between settlements, political considerations and threats in Provincial Governance, Administrative-Organizational Analysis, and Geographic Information System (GIS)). The implementation of the study was commenced after the first allocation of funds in December 93, and in June 1396, the results of existing studies in the Planning and Development Council were presented.
 
After the acquisition of the views of the executive agencies, observers and planners of the country by February 2012, the second phase of the studies (the planning and policy phases), which began in June 1396, continued to be more serious, and in late May, the final report of these studies Approved by the Provincial Council for Planning and Development.
 
In these studies, 55 researchers from the province participated. Of these, 26 are Ph.D. and faculty members of the University Universities and 29 are Master's degree in various fields related to study studies (Table 1). It should be noted that for conducting surveys and collecting required information, 53 people at different levels of education also collaborated with research groups.
 
At the same time, 55 scholars are sympathetic to the issues of the province, regardless of the results of its kind, is modest and even unsurpassed. In addition, the gathering of provincial information at Razi University as the province's municipality with 420 faculty members and more than 3,500 graduate students can play a significant role in directing the research capacities of the province. More than 800 dissertations are being defended annually at Razi University. Guiding part of this capacity to respond to the problems of the province, promising the realization of the knowledge economy as the most important pillar of the resistance economy.
